PORR supports modernisation of military infrastructure
Serial construction methods strengthen the capabilities of the armed forces

PORR is consolidating its role as a competent partner for the construction and modernisation of military infrastructure in Germany. As part of the nationwide infrastructure programme for new military accommodation, the company offers tailor-made, serial and cost-effective construction expertise that meets both functional and social requirements. One example is the refurbishment of Smith Barracks in Baumholder, where PORR Government Services carried out extensive modernisation work.

In Germany, the Bundeswehr is facing one of its biggest modernisation phases in decades. By 2031, 76 new accommodation buildings with more than 7,000 modern rooms will be built across Germany. The reasons for this are increasing personnel requirements, higher security and quality standards, and the need to relieve the burden on building authorities.

Serial type architecture, modular planning principles and industrial prefabrication can significantly reduce construction times and ensure quality standards – a strategic goal of the Ministry of Defence and the Federal Agency for Real Estate Tasks (BImA). This opens up attractive market opportunities for construction companies in a steadily growing segment. According to industry analyses, demand for revitalisation and economical new forms of construction is rising steadily, especially for security-related infrastructure.

The successful completion of the major project at Smith Barracks in Baumholder underscores PORR's capabilities in the construction and refurbishment of military accommodation.

The refurbishment included the complete modernisation of the living quarters, new room concepts with more light and comfort, and compliance with strict security requirements. Technically complex measures, such as replacing a vaulted ceiling with a reinforced concrete slab to integrate a sprinkler system, were implemented. Critical heating systems remained in operation during the construction work.

The combination of technical precision, safety-related expertise and efficient construction management positions the company as a reliable partner for military construction programmes.

Serial and modular construction as a strategic advantage

Serial type architecture means standardised floor plans, prefabricated building elements and thus significantly shorter construction times. Industrial prefabrication and standardised building types enable rapid implementation and reduce costs and complexity. Experience gained from international security projects and expertise as a full-service provider – from planning to turnkey handover – contribute to the efficient realisation of new buildings and renovations.

In addition to economic advantages, serial construction methods also contribute to sustainability: the focus on preserving and revitalising existing buildings, optimised use of materials and energy-efficient building standards support the ecological objectives of public construction.

With a view to the coming decade of security and defence policy realignment, demand for high-performance construction partners will continue to rise. In addition to new buildings, the revitalisation of existing properties is becoming particularly important.
