Elisabeth Selbert House for the German Bundestag in Berlin

New development in Berlin’s government district

The new development is being built on a site characterised by historic buildings, embassies and federal government institutions. The L-shaped building comprises six full storeys and a basement, and replaces the existing building which was previously demolished.

The design by kleyer.koblitz.letzel.freivogel gesellschaft von architekten features a central entrance foyer with a spiral staircase. In the main wing, a multi-storey atrium forms the centrepiece of the internal circulation.

Building in Berlin’s historic centre

The inner-city location, listed neighbouring buildings and the existing ground conditions shape the framework for the construction work. At the same time, only limited space is available on the site for site facilities and logistics.

Several PORR specialist divisions are involved in the project. PORR Special Civil Engineering is responsible for securing the existing structure as well as excavation planning and execution, whilst the building construction works are being carried out by PORR Building Construction Region East. pde Integrale Planung is responsible for BIM coordination.

Energy supply and building certification

Geothermal energy and photovoltaics are planned to supply the building with energy. Furthermore, the aim is for the Elisabeth Selbert House to achieve certification under the Sustainable Building Assessment System for Federal Buildings (BNB). The relevant requirements are being taken into account during the planning and construction phases.

Digital planning and project management

Building Information Modelling (BIM) and Lean Construction methods are being used for the planning and management of construction processes. BIM coordination supports model-based coordination between the specialist departments involved, whilst Lean is used to structure the construction processes.

New location for the German Bundestag

The Elisabeth-Selbert-Haus will provide the physical infrastructure for additional office and administrative space for the German Bundestag. At the same time, a previously developed site in Berlin’s government district is being repurposed. The building thus complements the existing parliamentary infrastructure in the immediate vicinity of historic buildings in Berlin’s Mitte district.
