With more than 2,400 employees, Sankt Augustin-Hangelar is one of the Federal Police’s largest sites in Germany. The site, which covers around 70 hectares near Bonn, has been undergoing gradual modernisation and refurbishment since 2020 to bring it into line with today’s policing requirements. In the first construction phase, the PORR branch in Düren was commissioned to carry out the pipework, specifically the construction of a new rainwater and sewage drain. The works form part of a long-term infrastructure project that is being implemented whilst operations continue as normal.

Modernisation of a site that has evolved over time
Many of the buildings, roads and utility networks on the site date back to the 1930s. As part of the overall project, existing infrastructure is being renewed and adapted to the site’s future requirements. Under the leadership of the NRW Building and Property Management Authority, a total of 86 packages of works are being implemented across seven construction phases. In addition to new buildings and rehabilitation, the project also includes the redesign of open spaces and service areas.
Construction of new stormwater and wastewater sewers
One component of the infrastructure works is the renewal of the sewage and rainwater sewers. In total, around two kilometres of PE-HD pipes with nominal diameters ranging from 160 to 1200 will be laid. The pipes will be joined throughout using the helical induction welding method. The work is being carried out in close coordination with the other measures on the site and within the constraints of a site that remains a functioning government office.
Sewer construction under special conditions
The construction work places various demands on planning and the construction process. Throughout the entire construction period, the existing outfall must be maintained to ensure that water can drain away from the site. Furthermore, parts of the sewer construction are taking place at depths of more than five metres and, in some sections, in stepped trenches. Further constraints arise from the site’s location within a water protection area, as well as from existing utility and infrastructure routes. As a full preliminary survey of the route was not possible, the search for metallic obstructions is being carried out as the works progress.
Infrastructure for the site’s further development
The work on the sewer network forms part of the extensive modernisation of the Federal Police site in Sankt Augustin-Hangelar. In addition to the requirements of sewerage and civil engineering works, the project is characterised in particular by the need to carry out the work whilst operations continue, as well as its integration into a long-term expansion programme. In this way, the infrastructural conditions for the site’s further development are being established step by step.
