Several infrastructure projects have been carried out on the L23 and L38 national roads in the Grünheide area. As new commercial buildings and industrial sites have been developed in the region, the demands placed on the existing transport infrastructure have also changed. PORR transport route engineering Eisenhüttenstadt was commissioned by the Brandenburg State Roads Authority to convert the existing roundabout at the junction of the L23 and L38 into a traffic-light-controlled junction as well as to resurface sections of the L23.

Redevelopment of a transport hub at Freienbrink
The existing roundabout was converted into a four-arm junction with traffic lights. As part of the works, additional lanes were created for the various traffic flows within the junction. The project was one of several construction schemes in the Freienbrink and Grünheide areas that were carried out in parallel.
Road construction in several construction phases
The work at the junction was divided into four main phases and ten sub-phases. Before the actual roadworks began, the construction sites were surveyed for unexploded ordnance. Temporary diversions were then put in place before work commenced in the junction area. The scope of works included milling, soil excavation, the laying of new road surfaces as well as the installation of the traffic light system.
Resurfacing of the L23
In addition to the junction redevelopment, the carriageway of the L23 was resurfaced over a length of 8.6 km. The works also included 4.05 km of cycle path. The project was divided into five construction sections as well as a separate cycle path section. Different construction methods were used depending on the condition of the existing carriageway. Whilst individual sections were completely rebuilt, the upper asphalt layers were renewed in other areas.
Coordination of diversions and construction schedules
A complete closure of the L23 was necessary to carry out the works. At the same time, bus services, diversion routes, access to facilities as well as access for local residents had to be taken into account. The various construction phases of the road resurfacing were co-ordinated with the works at the L23/L38 junction and integrated into a single construction schedule.
Transport infrastructure in the Grünheide area
The works on the L23 and L38 combine road construction, junction redevelopment and road resurfacing within a single infrastructure project. In addition to the work at the junction, the project focused in particular on the organisation of the construction phases, traffic management as well as full closures and the coordination of several parallel construction projects in the Grünheide area.
