PORR begins central construction phase
Green light for second main S-Bahn line in Munich

Vienna/Munich, 16.07.2026 – PORR has achieved another key milestone in the expansion of Munich’s transport infrastructure: On 30th June 2026, DB InfraGO AG exercised the construction option for contract unit 734 of Munich’s second main S-Bahn line. This officially marks the start of the construction phase for a central tunnel section in the east of the Bavarian capital. PORR’s share of the contract is in the three-digit million-euro range.

With the activation of the option for construction unit 734, PORR officially starts the construction phase of a key tunnel section of Munich’s second main S-Bahn line.

With the construction option having been exercised, the project moves from the joint development and planning phase into the construction phase. Contract unit 734 comprises the eastern tunnel section between Munich Ostbahnhof and the Berg-am-Laim-Straße crossing, including rescue shaft 9. PORR is responsible for a wide range of services – from specialist civil engineering, structural engineering and road construction works to the excavation of construction pits, culvert construction and other infrastructure measures.

Key structures for the tunnelling works 

PORR was already awarded the contract for MPV Phase 1 back in April 2025, covering tender packages 2 and 3. The project is being carried out in close cooperation between PORR’s structural engineering and specialist civil engineering departments in Germany and its groundwater engineering team in Austria. 

Rescue shaft 9, with a length of around 65 metres, will be used both as a rescue structure for future rail operations and as a launch shaft for tunnel boring. In addition, a cross-passage with a length of around 55 metres is being constructed using the ‘deck’ method, which will maintain the flow of traffic during the construction works. The works are complemented by extensive ground improvement measures, groundwater control and further civil engineering and road construction works. 

An infrastructure project to impact the whole of Germany 

Munich’s second main S-Bahn line is one of Germany’s most significant transport infrastructure projects. The approximately eleven-kilometre-long section between Laim and Leuchtenbergring will relieve pressure on the existing main line, create additional capacity and lay the foundations for a more efficient S-Bahn system in the growing Munich metropolitan region. The centrepiece of the project is a tunnel with a length of around seven kilometres running beneath the city of Munich. 

Successful project development provides basis for build phase 

The start of construction was preceded by a multi-stage tendering process based on Deutsche Bahn’s ‘Rail Partnership’ model. Following pre-qualification, the tender phase and several joint workshops, the project development phase began in April 2025. During this phase, the project partners worked together on the implementation concept, the schedule and project plan, as well as the risk assessment and target costs. Following the activation of the construction option (MPV phase 2), the conditions for the construction phase are now in place. 

Shoulder to shoulder for success 

The start of the construction phase marks the beginning of the next critical stage of the project. PORR is bringing its proven expertise in structural engineering, specialist civil engineering and infrastructure construction to bear on this project, whilst continuing to work in partnership within the alliance model. The aim is the successful completion of a project that will deliver lasting improvements to mobility in the Munich metropolitan region.
