New contract for PORR Government Services: a pioneering project

PORR Government Services is carrying out another modernisation project for the U.S. Army Corps of Engineers. At Smith Barracks in Baumholder, the team is once again renovating a barracks building, thereby implementing the first pilot project under the recently awarded framework contract “MATOC Germany, Belgium, Netherlands and Luxembourg”. This project thus marks an important milestone in securing further MATOC contracts
For PORR Government Services, this is already the second renovation of a military accommodation building of this type at the same base – and the two projects are being carried out in quick succession. The team gained valuable experience during the previous project. This expertise is now being specifically applied to the new project, delivering clear benefits in terms of planning and execution. The client knows that in PORR Government Services it has a competent partner that actively supports it in the planning of the electrical, communications and security trades.
The pilot project marks the successful launch of a Multiple-Award-Task-Order-Contract (MATOC), which covers future planning and construction services under design-build and design-bid-build procedures in Germany, Belgium, the Netherlands and Luxembourg. The decisive factors in winning the contract were the strong positioning of Government Services as well as the qualified, internationally experienced team in all participating countries. Well-thought-out runtime schedules and site set-up plans, as well as a convincing implementation concept, led to the award of this first contract.
Challenges that demand precision
The project presents the site team with multiple challenges. The focus is particularly on the complex building services and adherence to the strict schedule – whilst also ensuring species protection. To meet the requirements, the team utilises the tools of Lean Construction Management. These create transparency, facilitate coordination and increase the efficiency of all those involved.
“One of the most demanding tasks is integrating the sprinkler system from the neighbouring building,” explains site manager Daniel Rath. To this end, the team is working closely with the building’s occupant and the local fire brigade.
Species protection also shapes the construction process. “Due to the migration and breeding seasons of house martins, we cannot work on the building continuously,” says Rath. The necessary time slots are therefore incorporated into the planning at an early stage. As a measure, PORR is installing nesting boxes on the neighbouring building – and, once the façade work is complete, on the target building as well.

The successful completion of the Seed project is of great strategic importance. It not only lays the foundation for further projects under the framework agreement but also sustainably strengthens the position of PORR Government Services as a high-performing partner for complex international construction projects.
